Project History

The original Water Reclamation Facility was built and began operating in 1967. Various updates, improvements, and the creation of new buildings have progressed over the decades and now we are in the midst of a multi-year expansion.

Project History Timeline

  • 1967

    The original plant is built and goes into operation.
  • 1985

    Tertiary and sludge storage upgrades are completed.
  • 1991

    Grit and septage systems are improved.
  • 2003

    The South Activated Sludge Plant, Dewatering Building, and administration buildings are constructed.
  • 2013

    Algae control systems are improved
  • 2014

    Post-aeration and Ultraviolet improvements are completed and a filter arm is replaced.
  • 2016

    A Facility Master Plan is adopted.
  • 2019

    Electrical upgrades are completed.
  • 2021

    Boiler replacement is completed.
  • 2022

    Department of Agriculture and Natural Resources (DANR) Grant and loan from State Revolving Fund (SRF) awarded to the city.
  • 2023

    Miscellaneous Improvement Projects (MIPS) facility project and fencing improvements are completed.
  • 2024

    WRF Aeration Basin Clariflocculator are completed.
  • 2025

    Construction of building structures for liquids and solids handling are completed. Installation of underground piping begins.
  • 2026

    The Aeration Basin, Secondary Clarifiers, Blower and Pump Buildings are complete.
  • 2027

    Solid Handling facilities are finalized and reliability improvements are made to the existing plant structures. Commissioning or startup of the South Plant begins.
  • 2028

    North Plant facilities are demolished and civil/site work is finalized.
